EXPLAINER 1 OF 6 / HOW WE VALUE

How do you put a value
on a hospital?

You don’t, in one number. The ledger gives every public asset three separate measures, quotes where each one came from, and never adds them together.

Independent and unaffiliated. Not an official City of El Segundo page. Facts link to their public sources with a quote; anything else is our explanation or opinion. Checked Nov 1, 2026.

Three measures, never one score

Dollars, distance, checks

Public dollars on record

Public dollars on record: a published capital cost or an annual budget line, quoted. Never added up across kinds, because a one-time build and a yearly budget aren’t the same money.

Reach

Straight-line miles from El Segundo City Hall (Haversine, 3,958.76-mile Earth radius). Never a drive time.

Checks

Editorial coverage checks with stated evidence. The count is not a composite measure of service quality; missing evidence is identified separately.

An example

The rail line through town

The biggest single number on the ledger is the Crenshaw/LAX line that became the K Line. Historical FHWA profile estimate for the Crenshaw/LAX line: $2.058 billion; not a final actual cost. fact Federal Highway Administration ↗“$2,058 million (YOE, includes environmental planning, construction, right-of-way, light rail vehicles, professional services, and contingency)”

That is what building it was expected to cost. It is not what the line is worth to a rider, and it isn’t comparable to a hospital’s yearly budget. That’s why the ledger shows each number with its kind and its date, side by side, instead of totaling them.

Why bother

Value as a starting point

A price tag makes a trade-off visible. When you can see what a station cost next to how often the trains run at night, the gap between the two is a question you can ask an agency about. The ledger is a way to ask better questions, not a verdict.

Every claim carries a label: fact, listing, reported, schedule, estimate. An estimate is our own reading and says so. Missing data shows as unavailable, never as zero.
