THE VALUE LEDGER / CARE FOR OLDER ADULTS / CHECKED NOV 1, 2026

Growing older in El Segundo.
Where does the care come from?

Senior programs, rides, home health, PACE, assisted living and nursing homes within 25 miles of City Hall, counted from state licensing and Medicare records. A map of what exists and where families fall through the cracks. Not medical advice, and not a rating of places to live.

Independent and unaffiliated. Not an official City of El Segundo page, and not affiliated with any agency, hospital or transit operator listed. Values are dated records from public pages, checked Nov 1, 2026. Nothing here is for sale.

Drafted by Claude (Anthropic) on November 1, 2026 from state licensing, Medicare and city records. It has not had a second-model check yet. Facility names appear only for licensed businesses; no residents or small family-run homes are named. Nothing here is medical advice or a rating of where to live.

The gaps

What families run into, by our reading of the records

  1. No assisted living or nursing home inside the city

The state and federal records we checked show no licensed assisted living facility and no Medicare nursing home with an El Segundo address. The city owns Park Vista, a senior living building next to Recreation Park, but its page doesn’t publish units, eligibility or a waitlist. A family needing more care moves a parent out of town, usually to Westchester, Playa Vista, Hawthorne, Inglewood or the beach cities.

    What would help our ideas

    • Ask the city to publish Park Vista’s unit count, who qualifies and how long the waitlist is.
    • Add a plain “if a parent needs more care” page to the city’s older adult section, with the county hotline and the nearest licensed options.
  2. Rides mostly stop at the city line

Dial-A-Ride is free and door to door, but the city describes it as in-town. Every hospital and nursing home on this page is outside El Segundo. The doctor ride runs two days a week, and the page doesn’t say how far it goes.

    What would help our ideas

    • Ask the Joslyn Center to state on the page whether doctor rides can reach Centinela, Cedars Marina del Rey and the Torrance hospitals.
    • List the regional paratransit option on the same page, so a rider who outgrows Dial-A-Ride knows the next step.
  3. Free care management stops at the Beach Cities line

Manhattan Beach, Hermosa Beach and Redondo Beach residents get a free care manager through their health district. El Segundo isn’t in it. The city’s outreach page lists meals and referrals, and the county runs an information hotline, but there is no named care manager for El Segundo families on any page we found.

    • The district helps people outside its area with referrals only. fact Beach Cities Health District ↗“If you live outside of our service area but need assistance, please call us and we will provide you with referrals”
    • El Segundo’s outreach covers home delivered meals and referrals. fact El Segundo Recreation, Parks & Library ↗“Outreach Services, including home delivered meals and referral services for our elderly and disabled population.”
    • LA County’s Area Agency on Aging hotline is 1 (800) 510-2020. fact LA County Aging & Disabilities Department ↗“Information & Assistance Hotline 1 (800) 510-2020”

    What would help our ideas

    • Ask whether El Segundo could contract for care management the way the beach cities fund theirs.
    • Put the county hotline and the Joslyn Center number side by side on the city’s older adult page.
  4. More than half the nearby nursing homes rate 1 or 2 stars

Of the 308 rated nursing homes within 25 miles, 173 carry a CMS overall rating of 1 or 2 stars out of 5. Stars are one federal measure, built from inspections, staffing and quality data. They are a starting point for a visit, not a verdict.

    What would help our ideas

    • Link each nursing home card here to its Medicare Care Compare page, so families read inspections, not just stars.

About this page

How it was made

Drafted by Claude (Anthropic), with corrections by ChatGPT / Codex (OpenAI), October 31, 2026, America/Los_Angeles. A separate ChatGPT / Codex reviewer checked selected hospital, ambulance-offload, transit, Census and provenance claims; this was not a fresh audit of every source. APOT figures were checked against the state PDF and bed counts against HCAI profiles. Distances and chart readings remain labeled estimate. Michael Hoydich authorized publication of this section, subject to review and release checks. Publication does not activate the proposed market. 108 cited sources, linked from their cards. Labels: fact means from the agency, a government dataset or an official document; listing means from the organization’s own page about itself; reported means one news outlet; not confirmed by the agency; schedule means computed by us from LA Metro’s published GTFS schedule; estimate means our arithmetic or interpretation, such as a distance, ratio or chart reading; not an official measurement.

Corrected Oct 31, 2026: Draft review: corrected historical APOT percentiles, transit project costs and dates, Measure B allocation wording, Census vintages and the bike-inventory headline. Removed city-budget figures and ambulance staffing counts whose cited pages could not be verified, including dependent per-person arithmetic. The ledger is a selected inventory, not complete regional coverage.
